rekindling VS out of the blue Empty rekindling VS out of the blue

Uhm... Guys, can i just ask some questions?

So, my opponent activated rekindling... Then i Destroy out of the Blue cuz of its eff

my question is, does my opponent still spam summon? or does Out of the Blue resolve first?
